The warm weather is finally here… With that being said, hopefully despite the economy you are well into busy mode!!!
It is also that time to start planning the details and activities for the CHCC Annual Golf Tournament, the date is set for Tuesday, September 28, 2010 at Hawk's Landing in Southington, CT.
We are in need of committee members. If you, an employee, a spouse or someone you know is a golfer, a hacker or just someone who wants to help plan the fundraiser - please contact me or a golf committee chair Chris Perley.

NU Hosts Gas Equipment Contractor Meeting on June 29, 2010 in Berlin, CT

Tim Davenport Yesterday was a day filled with emotion as the industry burried a great leader, a great advocate and a great friend. Many of you attended the services celebrating the life of Tim Davenport. On behlaf of the CHCC that celebration will continue as the association continues to advance and advocate for the betterment and growth of the industry as well as for education within the trade. With your support - Tim's dedication and devotion to this industry will continue.
CHCC Upcoming Events
- DINNER MEETINGS: The CHCC does not hold dinner meetings in the hot summer months, we will resume our regular meeting schedule in September (September 16, October 21, November 18).

Entering the wholesale business in 1973 - the heating and cooling industry gained a dedicated and avid supporter for the trade, Timmy Davenport. Tim Davenport is one of the three founding partners of the System Aire Supply Company (SASCO) established in 1980 and the Control Aire Supply Company (CASCO) established just a few short years later in 1985. For more than 37 years, Tim, dedicated his time and wisdom to the industry, he was a staunch supporter of the trade associations; Tim was a charter member of the Connecticut Heating & Cooling Contractors Association (CHCC) from 1972 through present. He served on the CHCC Board of Directors and as Chairman of the Education Committee for many years. In addition, Tim served on the CT Technical High School Foundation Board. Tim was the greatest advocate for education within the trade, he fought for monies for the vocational technical high schools, guided and assisted numerous contractors as they went into business, encouraged apprentices, lobbied for change and growth within the industry. Tim Davenport went above and beyond for not just his customers but for all contractors. Tim Davenport has helped and encouraged hundreds of tradesmen to obtain licenses and excel to where they are today.
The industry has lost a dedicated leader, a tremondous advocate and a great friend today.

Please let me know if there are any programs, seminars, educational courses and so forth that you would like your trade association to offer.
EPA - LEAD CERTIFICATION As of April 22, 2010, federal law will require that contractors that perform renovation, repairs and or painting jobs in/on residential structures built prior to 1978 or in/on childcare facilities must be certified and use lead-safe work practices. To comply contractors must be certified and must follow specific work practices to prevent lead contamination. The rule applies when greater than six square feet of lead-based paint is disturbed in a room or where greater than twenty square feet of lead-based paint is disturbed on the exterior. One person from each company on the job site must be certified, therefore you do not have to certify your entire company - only supervisors and or those who work on the above referenced jobs unsupervised. Even if you or your company is not the one disturbing the paint, but you are working on a job where the above referenced square footage has been disturbed - than you must comply.
In addition to taking the 8 hour course, the EPA requires that the firm (your company) file an application with the EPA - please visit www.epa.gov to download an application.
Please do not hesitate to contact me if you have any further questions. The CHCC is looking into offering this certification course on a Saturday for our membership if the need is here... Please respond to let me know if your company is in need and how many attendees would be interested in taking this class.
CHCC Scholarship The CHCC will be awarding the 2010 Scholarships to the Technical High School Recipients this Spring. Details of the Award Ceremony will be available shortly. Save the CT Energy Efficiency Fund Revenue |

As Connecticut struggles to recover from a national economic recession, our legislature is faced with the daunting task of making up the state's budget deficit for fiscal years 2010 and 2011. Yet once again, lawmakers are considering significant cuts to the very programs that help you manage and reduce your energy costs to close that budget gap.
Specifically, the state is again proposing to convert 50% of the Energy Efficiency Fund revenue collected through a charge on your electric bill into a tax revenue stream.
Thanks to the Energy Efficiency Fund, CL&P provides services to tens of thousands of customers through programs such as Home Energy Solutions, WRAP for limited income customers and commercial and industrial programs. These programs have helped customers save tens of millions of dollars in energy costs. This year, we expect to help even more customers through these proven programs.
If approved by the legislature, the Energy Efficiency Fund conversion plan will significantly reduce your ability to manage your energy needs and costs. It will also decimate the "green" jobs marketplace and send a clear message to green jobs contractors that their expertise is no longer valued in Connecticut. And, it will reduce the environmental benefits derived from energy efficiency programs.
These energy efficiency programs were created for, and are funded by you, our customers. Their funding was never intended to be part of the state budget. While we understand the need to address the current deficit, we cannot and do not support the conversion of Fund revenues to achieve that goal.
Your help is needed to protect the Energy Efficiency Fund. We encourage you to contact your legislators immediately so they will know how important the Fund is for your business and this state.
Whatever the means of contact, you might want to include the following:
Discuss the Energy Efficiency Fund program in which you participated.
Describe the benefits to your business, such as energy savings; increased productivity or efficiency; new/upgraded equipment; improved conditions for your employees; the ability to hire additional employees; or improved products/services for your clients and customers
Express why, as a Connecticut business or a company doing business in Connecticut, you believe the Energy Efficiency Fund and its programs are so important and how you are relying on the legislator(s) to make this known.
If you have any questions or need assistance in contacting a legislator, please reach out to your CL&P Account Executive, your Conservation and Load Management vendor representative, CHCC or Gara & Markowski.
It is our hope that together, we can achieve the goal of preserving the Energy Efficiency Fund for its intended use: energy efficiency and savings.

) asap. Once the 2010 committee is established, we will schedule a golf committee meeting within the next 3 weeks.
Participating on the committee is not a time consuming commitment and you are still able to golf in the tournament. There will be approximately 3 committee meetings between now and the tournament. Participation on the committee allows you to aid in developing the associations largest fundraiser for 2010 while planning a fun day of golf and activities for the leaders of the industry here in CT.
If you are not interested in being on the committee, however, would like to volunteer or have an employee interested in volunteering the day of the tournament - please let me know.

The Connecticut Heating & Cooling Contractors Association (CHCC) will be awarding the 2010 Scholarship Recipients, (Junior year Connecticut Technical High School HVAC program students) at their respective schools next week. This scholarship is in the amount of ($500.00 per recipient). This scholarship is designed to enhance the educational and workforce opportunities available to the students of Connecticut while providing incentive to stay in the trade.
FINAL REQUEST FOR SPONSORS: If you are interested in being a scholarship sponsor, please complete the attached form and fax or e mail back to CHCC by Friday May 21, 2010. Each sponosrs name will be engraved on a plaque and hung in each of the respective schools HVAC shops.
The CHCC is a 501(c)(3) not for profit organization; donation and contribution to the scholarship program has tax advantages. Compromise on Hiring Practices to Grow Jobs in the Skilled Trades State Senator Thomas A. Colapietro (D-Bristol), co-chair of the General Assembly’s General Law Committee, and Senator Edith G. Prague (D-Columbia), co-chair of the Labor and Public Employees Committee, said today that new legislation passed Tuesday out of the General Law Committee marks a long sought compromise between management and union workers in the skilled trades, and will set a new standard in the hiring of apprentices to create jobs while ensuring quality on-site work and maximizing opportunities for those looking to learn the trades. The legislation is Senate Bill 133, An Act Concerning Apprentice to Journeymen and Contractor Ratios, and it addresses hiring practices in the skilled trades of electrical work, plumbing, heating, piping and cooling, sprinkler fitting and sheet metal work. The bill would require contractors (with some new exceptions, see table below) to hire workers at a ratio of one apprentice learning the trade to three licensed journeypersons, fully trained in their work. “We need more skilled people in the trades, and this is just the right opportunity,” said Senator Prague. “This minor change in the (hiring) ratio will give plumbing, heating and cooling contractors more flexibility to hire apprentices, which will allow our small businesses to grow and add jobs to the economy,” said Scott Basso, member of the Legislative Committee for the Connecticut Heating & Cooling Contractors Association in testimony before the General Law Committee. “This ratio was the best solution for the industry to ensure that we have properly trained apprentices and therefore the best trained Journeymen in the future,” said Cameron Champlin and Joyce Wojtas of the United Association of Plumbers and Pipe Fitters Local Union 777, also in testimony before the General Law Committee. Existing law requires a higher number of journeymen for each apprentice for plumbing, heating, piping and cooling, sprinkler fitting and sheet metal workers than for electrical workers. The new legislation would apply the lower requirement for electric workers across all of these trades. Senate Bill 133 provides for the following ratio of apprentices to journeymen:

Ratio continues at 3 Journeypersons to 1 Apprentice
SB-133 - AN ACT CONCERNING APPRENTICE TO JOURNEYMEN AND CONTRACTOR RATIOS, passed the Labor Committee yesterday unanimously. So the bill has now passed both General Law and Labor Committees. It has been filed in the legislative commissioner's office and will soon receive a file copy, before moving on to the Senate floor for further action.
